There is not much written on its adoption or on its effects on vitiating the 10th Amendment. This is a very short summary but useful. The criticisms of the states electing senators from their legislatures were specious (possible corruption and absenteeism) but in the spirit of the times the measure was adopted. There were lots of other forces precipitating a decline in the role of the states. So even if we had kept the prior process other forces may have weakened the balance of federalism. For me the question is more closely how should we reestablish the balances between the parts of our federal system - both the divisions of power and the separation. Even if the 17th were repealed it might do nothing to address the bigger issue. I think the chances of getting the 17th Amendment repealed are nil.
