In book 2 the Grass Islanders established parity with the Flora’s army by allying themselves with the Illi and Caggi clans and the merpeople. In this book the Grass Islanders reflect upon their isolation and decide to make contact with other human settlements to exchange technology, goods and services; and if nothing else, to make them aware of the Grass Island’s existence. Frank Swordsmith is selected to lead an expedition to the Wye Island, his birthplace. The Wye Island is located in the north. The expedition must follow sandbars and arêtes traveling east and west before intersecting one going north. The mermen, who are acting as guides, convince the expedition to save time by wading and swimming north to the next island instead of zigzagging to it over land. The ocean crossing incites fear of large predators. Sammy Amahatsu uses the insecurity to talk two men into quitting and returning home. Frank Swordsmith resolves issues and ends the rebellion. The expedition reaches an Island occupied by humans bioengineered to survive on the mushroom fungus by medical doctors instead of geneticists. The genetic alteration was flawed and the diet had to be supplemented with shellfish to prevent malnutrition. The population out grew the shellfish supply. So, the humans lobotomized the Acca, a sentient species, to create a large herd to feed everyone. Despite the increased protein supply many children are born mentally deficient. When the Grass Islanders encounter the lobotomized Acca they know something is amiss. They decide to mind their own business and leave at once. They are intercepted by an armed force sent by a senior official who wants to know how the Icci, Illi-Yago and Caggi-Dommo, were domesticated. She wants the knowledge to tame the island’s “wild” Icci and take over the government. The island governor learns of the plot, intervenes and invites the Grass Islanders to a state dinner to apologize for interrupting their journey. The childlike mentally retarded population riots while trying to glimpse the strangers but is calmed by the promise of a parade with the visitors as the main attraction. The latter declined to participate; they want to leave. After the state dinner Sammy Amahatsu and the governor’s wife have a tryst and are caught. The governor saw the foreplay and allowed it so he could blackmail the wife who was blackmailing him; and, force the visitors to walk in the parade. The Grass Islanders leave after the parade. The senior official, wanting to usurp the government, is determined to learn how to tame the Icci. She obtains a laser weapon; gathers an armed force; follows and attacks the former guests. Her second in command mishandles the weapon; the attack is defeated and she loses the device. The governor learns of the expedition; sends a force to prevent the interference and retrieve the laser. The soldiers arrive too late to prevent the skirmish. The commander looks for and cannot find the weapon.
