M., re ceived at Cartago on July nth, tary of the Central American Court of Justice, Cartago, Costa Rica, I request you to present before the Honorable Court the following statement: The Government of Honduras, constitutionally estab lished since the first of February of the present year and officially recognized by all Nations, respect fully appears before you in formal complaint against the Governments of El Salvador and Guatemala, by virtue of Art. I4 of the Convention that created that Court, and basing its claim upon the following ante cedents and facts: Ist. Since the political change took place in Hon duras with the downfall of Gen eral Manuel Bonilla, the said Gov ernments have shown a marked prejudice against the one that was established in Honduras, believing that it is connected with that of Nicaragua and controlled by persons they hold as their enemies.
