They have learned a lot during the first 12 months they have been in office, and they have applied what they have learned to the end that every member of the Police Department, from the highest to the lowest, give the maximum in protecting life, limb, property and liberty, and in every way keeping the peace so that San Francisco shall ever be a fine and safe city in which to live.
